HOW TO QUALIFY FOR CE MARKING

The system of conformity attestation that applies to windows is the Third Possibility, which comprises:

•  initial type-testing by the manufacturer
•  factory production control

as defined in Annex III: Attestation of Conformity with Technical Specifications of the Construction Products Directive.

FACTORY PRODUCTION CONTROL (FPC)

Factory production control rings together operational techniques and all measures allowing maintenance and control of the conformity of the product with technical specifications. Its implementation may be achieved by controls and tests on measuring equipment, raw materials and constituents, processes, machines and manufacturing equipment and finished products, including material properties in products, and by making use of the results thus obtained.

The manufacturer shall designate a CPF System Manager in each production facility, and will provide enough trained personnel for this task.

All the elements, requirements and provisions adopted by the manufacturer shall be documented in a systematic manner in the form of written policies and procedures.

A system that complies with UNE-EN ISO 9001:2000 and which is specifically adapted to the product satisfies the FPC requirement.

INITIAL TYPE-TESTING OF THE PRODUCT (ITT)

The mandatory characteristics for CE marking of windows must be determined by a complete set of tests or other procedures (e.g. calculations) described in the technical specifications, to determine the performance of the product.

Depending on the Attestation of Conformity system, some ITT may be performed by the manufacturer and some by a Notified Body.

The results of each test must be registered in a test report which shall include the necessary information for the identification of the window, testing laboratory, results, etc.

Manufacturers need to have at their disposal evidence of initial type testing as part their technical documentation, which must be kept for at least 10 years from the last date of manufacture of the product.

THE EC DECLARATION OF CONFORMITY

The manufacturer must issue an “ EC declaration of conformity” for each product, which shall include:

•  name and address of the manufacturer or his agent established in the Community
•  description of the product (type, identification, use ...)
•  provision to which the product conforms
•  particular conditions applicable to the use of the product
•  name and address of the approved body, where applicable
•  name of, and position held by, the person empowered to sign the declaration on behalf of the manufacturer or of his authorized representative

The certificate and declaration of conformity shall be presented in the official language or languages of the Member State in which the product is to be used.
