What is the CTE?


The Technical Building Code (CTE) is the current legislation which specifies the requirements which buildings must meet regarding the basic specifications on safety and habitability, which are set out in the law of Construction Management and Regulation (LOE). This code was ratified on the 17 th of March, 2006 by the Cabinet of Ministers, and became mandatory as of March 29 th , 2007 for all construction projects requiring building permits.

The Technical Building code aims to achieve the following:
  • Regulate and control the construction process.

  • Establish the obligations and responsibilities of all parties involved in this process.

  • Guarantee the correct development of this process, in order to assure the necessary level of quality by means of observing the basic specifications.

Basic Specifications:

1. DB-SE Structural Safety
2. DB-SI Fire Safety
3. DB-SU Utilization Safety
4. DB-HS Health
5. DB-HR Protection against noise
6. DB-HE Energy Savings

The Technical Building Code will be updated periodically, in accordance with technical development and the evolution of society's demands. To carry this out, a CTE Permanent Commission has been formed; all partied interested in the CTE can be part of this commission.
